Changes in the U.S. House as Former Speaker McCarthy and Rep. Santos Depart

In a political landscape marked by transitions, the U.S. House of Representatives is set to undergo significant changes at the outset of 2024. The Republican majority, already facing a narrow margin, is grappling with two vacancies that promise to impact the balance of power.

In California’s 20th Congressional District (CA-20), the departure of former Speaker Kevin McCarthy has triggered a domino effect. McCarthy’s resignation, effective as of December 31, has paved the way for a special election. Governor Gavin Newsom (D) will exercise his authority to call for a special election within 14 days. All signs point to a likely May date for the election, following a March primary that aligns with California’s statewide primary on March 5, 2024. Under California state law, a candidate securing a majority in the special primary will be declared the winner.

On the other side of the country, New York’s 3rd Congressional District (NY-03) is preparing for a special election on February 13. George Santos, a Republican representative, was expelled on December 1, creating an opening for a new voice in the House. The Democratic nominee for this special election is former Rep. Tom Suozzi, while Republicans have chosen Mazi Melesa Pilip, a Nassau County Legislator, to vie for the vacant seat.

As the House reconvenes next week, Republicans find themselves with 220 seats, while Democrats control 213, reflecting a delicate balance of power that could tip in either direction with the outcomes of the upcoming special elections.

Looking ahead, two more resignations have been announced. Democrat Brian Higgins (NY-26) is set to depart in February, with Governor Kathy Hochul (D) tasked with determining the special election date. Meanwhile, Republican Bill Johnson (OH-06) is leaving before mid-March, leaving the seat likely vacant for an extended period.

The evolving dynamics in the U.S. House underscore the fluid nature of American politics, with special elections serving as a pivotal factor in shaping the course of the nation’s legislative landscape.
